This is the sequel to #12391
This PR upgrades the Blueprint dependencies in the web-console to v5 by following https://github.com/palantir/blueprint/wiki/Blueprint-5.0

In addition to the general upgrade also start using the new components of DateRangePicker3 and SegmentedControl
