[MINOR UPDATE]: Upgrade the MSSQL test container for compatibility with Linux 6.7.
Description
Older versions of MSSQL are not compatible with Linux 6.7. This upgrades the MSSQL test container and disables two unit tests that are broken by that upgrade (for unrelated reasons).
