Rationale for this change
I noticed the contents of https://github.com/apache/arrow-datafusion/tree/main/datafusion-cli#readme were partly redundant with https://arrow.apache.org/datafusion/user-guide/cli.html
Having one copy of the docs makes it more likely they will be kept up to date
What changes are included in this PR?
Consolidate content to doc site and leave link to doc site
