Ballista cannot upgrade to DataFusion 16.0.0

Follow on to #4776

Describe the solution you'd like
Now that #4933 is merged, I would like to create a 16.1.0 release so that Ballista can upgrade.

FWIW, here are the post 16.0 PRs I'm currently backporting for VegaFusion (jonmmease#126). It's basically #4873 and a handful of PRs to finish wiring things up so that mean and variance-based aggregates work in windows with custom frames.

@jonmmease I reviewed those PRs, and it seems reasonable to apply them all to the patch release. Could you create the necessary PR(s) to apply those changes to the maint-16.x branch?

@andygrove, turns out the window aggregated fixes did make it into 16.0.0, so there's only one backport PR needed for #4873: Here's the PR: #4959
