Build docker RC on self-hosted

The docker step is failing on hosted, it seems like because of connectivity issues - https://github.com/apache/beam/actions/runs/11826936978

This fixes the problem + it just is probably better for us to keep this on our own highmem machines anyways. After this change, I could run the action - https://github.com/apache/beam/actions/runs/11838213683/job/32986838541
