Derby dropped Java 8 support so we're stuck on this current version (or we have to disable these tests under Java 8): https://db.apache.org/derby/derby_downloads.html

Is this upgrade security related? Derby v10.17 is Java 21+ only, so this is definitely not something we can support. I'd lean towards keeping the old version around so we can continue to test Java 8.

Derby is only used in unit tests, so I think we can ignore this.
