As a follow-on to #35287, there were a few minor formatting issues that came from running an old version of Ruff. Those formatting changes were made with an older version of Ruff (pre-0.1.3) and, after the initial changes were made, were not re-formatted by future format attempts because the code was valid.
This PR resets those changes and uses Ruff v0.1.3 to re-format to valid (and easier to read) formats.
