There is a little bit of stuff needed to be sorted with this, but it's almost there |

So, CI still broken but at least the stack stands up. Perhaps we merge this and then anyone can work on getting the actual playbooks to work? |

What does this PR do?
I think this should fix all of the CI
It will remove support for everything that currently existed and change the targets to
stable-2.8andstable-2.9andmaster.How should this be tested?
Has mostly worked on my fork up until the point of needing registry creds, but nonetheless AH is running and tests are passing https://github.com/Tompage1994/ah_configuration/actions/runs/8424178683/job/23067509134
