[2023-05-30] Build Ansible 8.0.0 release

Ansible 8 roadmap has release happening on 5/30

alternately, this is the date for rc2 if needed.

This release is scheduled for tomorrow. I summed up the steps from last time in #179 (comment).

Before running the release playbook (in between steps 3 and 4 in the comment liked above), you'll also need to run

antsibull-build validate-tags --data-dir 8 --ignores-file 8/validate-tags-ignores --output 8/ansible-8.0.0-tags.yaml 8.0.0

This is an extra step that is normally handled by the playbook's antsibull-build prepare step but does not happen when building a completely frozen release like this. I'll have that fixed before next X.0.0 release.
