[PR #4847/dcdfc9c4 backport][stable-5] Add PSF-license.txt for plugins/module_utils/_mount.py

This is a backport of PR #4847 as merged into main (dcdfc9c).

SUMMARY

The PSF license file was missing, resp. only inlined in the file. Let's better keep it in a more visible place.

Also move all license files except COPYING (GPLv3) to licenses/.
