create s3_bucket error no attribute 'get_bucket_ownership_controls' #1426

Summary

While trying to create a bucket using the s3_bucket module. I get the below error. Although the bucket is created but the task fails with the below error. Upon checking the bucket permission from aws console it seems that acl was enabled although i mentioned object_ownership: BucketOwnerEnforced

Steps to Reproduce

Expected Results

I expect it to honour below lines:

    object_ownership: BucketOwnerEnforced
    delete_public_access: true

and the ansible task to succeed

Actual Results

In reality the bucket is create with below properties and the task fails with error 'S3' object has no attribute 'get_bucket_ownership_controls'

object_ownership: ObjectWriter
delete_public_access: false

Problem resolved my python virtual environment in bastion server had boto3 version 1.17.0 whereas 1.18 is the minimum requirement
