Just tried this a minute ago, same issue. Rolled back to cli 1.0.0-beta.21 to get ng serve to work with 4.0.0-beta.1.

the ng2-cli need to be update sync with the ng2 4.x!

I have submitted a PR that should fix this error. However, other things that I may not be aware of may need to be changed for V4.
