Due to karma-runner/karma#57 moving to karma-runner 11 is a prerequisite before switching to SauceLabs testing

@angular-ui/bootstrap this is one of the topics I would like to discuss tomorrow. I'm starting to get the felling that it might be time to abandon Google's CI and switch to SauceLabs + TravisCI. Today we are constrained by Google CI in Grunt deps we can use. Getting rid of this dependency would allow us to move faster on build changes. |

moving to karma-runner 11 is a prerequisite before
switching to SauceLabs testing
Before Karma 0.11.x Karma was waiting for all the browsers to connect while Sauce limits number of concurrent browsers to 3 (in the free, OS plan).
Opening a PR so everyone is aware about this change.
