ui: copy shared vendored deps in pkg/ui/dist_vendor #6

Before, we had two different directories that contain licence specific
JS bundles (pkg/ui/distoss/ and pkg/ui/distccl/) and these bundles
are embedded in appropriate distccl.go and distoss.go files.
This approach doesn't provide a place to reference to a JS package that
should be embedded into another go's packages. To resolve this,
pkg/ui/dist_vendor directory can be used to put such vendored JS resources.

In this commit, list.js package has to be embedded into tracing_ui.go
without any knowledge about used "licencing".
During main Webpack build, list.min.js bundle is copied to dist_vendor
directory.

Another change in Makefile is done. It includes JS dist directories in archive,
so they will be available during build by user without need to build any JS sources.

Spans capture the ID of the goroutine that created them, and expose it
in instrumentation. This patch makes the goroutine ID mutable, and
teaches the Stopper to update it for async tasks. This way, the spans
for the async tasks will have the correct goroutine ID - the task's
goroutine.

Release note: None
/debug/tracez lets users take a snapshot of the active spans registry
and render the new snapshot, or one of the previously taken snapshots.
The Tracer can hold up to 10 snapshots in memory.

The PR description has a screenshot.

When visualizing a snapshot, the page lets you do a number of things:
1. List all the spans.
2. See the (current) stack trace for each span's goroutine (if the
   goroutine was still running at the time when the snapshot was
   captured). Stack traces can be toggled visible/hidden.
3. Sort the spans by name or start time.
4. Filter the span according to text search. The search works across
   the name and stack trace.
5. See the full trace that a particular span is part of.

For the table Javascript providing sorting and filtering, this patch
embeds the library from https://listjs.com/ .

Limitations:
- for now, only the registry of the local node is snapshotted. In the
  fuiture I'll collect info from all nodes.
- for now, the relationships between different spans are not represented
  in any way. I'll work on the ability to go from a span to the whole
  trace that the span is part of.
- for now, tags and structured and unstructured log messages that a span
  might have are not displayed in any way.

At the moment, span creation is not enabled in production by default
(i.e. the Tracer is put in TracingModeOnDemand by default, instead of
the required TracingModeActiveSpansRegistry). This patch does not change
that, so in order to benefit from /debug/tracez in all its glory, one
has to run with COCKROACH_REAL_SPANS=1 for now. Not for long, though.

Currently, to manage proper JS dependency resolution with bazel,
we need to do one more extra step (which isn't automated yet):
explicitly specify the list of dependencies required by Db Console
in its BUILD.bazel file.

Another issue that is solved with this change is path resolution for
"node_modules" in Webpack config file. Path resolution for NPM modules
in webpack relies on project structure and it doesn't work well with
the way bazel places outputs.

#### opt: simplify fetching outer column in CustomFuncs.findComputedColJoinEquality

Previously, `CustomFuncs.findComputedColJoinEquality` used
`CustomFuncs.OuterCols` to retrieve the outer columns of computed column
expressions. `CustomFuncs.OuterCols` returns the cached outer columns in
the expression if it is a `memo.ScalarPropsExpr`, and falls back to
calculating the outer columns with `memo.BuildSharedProps` otherwise.
Computed column expressions are never `memo.ScalarPropsExpr`s, so we use
just use `memo.BuildSharedProps` directly.

#### opt: use partial-index-reduced filters when building lookup expressions

This commit makes a minor change to `generateLookupJoinsImpl`.
Previously, equality filters were extracted from the original `ON`
filters. Now they are extracted from filters that have been reduced by
partial index implication. This has no effect on behavior because
equality filters that reference columns in two tables cannot exist in
partial index predicates, so they will never be eliminated during
partial index implication.

#### opt: moves some lookup join generation logic to lookup join package

This commit adds a new `lookupjoin` package. Logic for determining the
key columns and lookup expressions for lookup joins has been moved to
`lookupJoin.ConstraintBuilder`. The code was moved with as few changes
as possible, and the behavior does not change in any way. This move will
make it easier to test this code in isolation in the future, and allow
for further refactoring.

This commit makes the lookupjoin.ConstraintBuilder API more general to
make unit testing easier in a future commit.

80511: pkg/cloud/azure: Support specifying Azure environments in storage URLs r=adityamaru a=nlowe-sx

The Azure Storage cloud provider learned a new parameter, AZURE_ENVIRONMENT,
which specifies which azure environment the storage account in question
belongs to. This allows cockroach to backup and restore data to Azure
Storage Accounts outside the main Azure Public Cloud. For backwards
compatibility, this defaults to "AzurePublicCloud" if AZURE_ENVIRONMENT
is not specified.

defaults to the public cloud where my storage account does not exist:

## Tests
 
Two new tests are added to verify that the storage account URL is correctly
built from the provided Azure Environment name, and that the Environment
defaults to the Public Cloud if unspecified for backwards compatibility. I
verified the existing tests pass against a government storage account after
specifying `AZURE_ENVIRONMENT` as `AzureUSGovernmentCloud` in the backup URL
query parameters:

80705: kvclient: fix gRPC stream leak in rangefeed client r=tbg,srosenberg a=erikgrinaker

When the DistSender rangefeed client received a `RangeFeedError` message
and propagated a retryable error up the stack, it would fail to close
the existing gRPC stream, causing stream/goroutine leaks.

Release note (bug fix): Fixed a goroutine leak when internal rangefeed
clients received certain kinds of retriable errors.

80762: joberror: add ConnectionReset/ConnectionRefused to retryable err allow list r=miretskiy a=adityamaru

Bulk jobs will no longer treat `sysutil.IsErrConnectionReset`
and `sysutil.IsErrConnectionRefused` as permanent errors. IMPORT,
RESTORE and BACKUP will treat this error as transient and retry.

80773: backupccl: break dependency to testcluster r=irfansharif a=irfansharif

Noticed we were building testing library packages when building CRDB
binaries.
