(We aren't currently setting DIGITAL_IDENTITY_ENVIRONMENT to anything, and the DI environments integration and staging match ours, so we should use GOVUK_ENVIRONMENT as a fallback to avoid setting DIGITAL_IDENTITY_ENVIRONMENT unless we have a specific need).
