Update guidance on conditionally revealed content and use of panels #212

This PR adds more information on how panels can be used and links the "toggled content" section (Conditionally revealing content), to the Inset text section in Typography.

  1. panels can be used within forms to connect toggled or revealed
    content with the question above
  2. wide panels can be used to draw attention to important content on
    the page
  3. add a link from the toggled content section, to the inset text
    section.

This fixes #211 and #179.

Please let me know if this resolves your issues, @roc and @pietrodesiato.

Closing for now.

A better example than asking for NI number would be:

"How would you like to be contacted"
Email
Phone
Text

I'll re-open once the example has been changed.

The updated example - How would you like to be contacted, is added in #229.

Once that has been merged, this can be updated to use the new example.
