Rename 'doc' to 'docs'

According to our documented [Rails conventions](alphagov/govuk-developer-docs#2571), these documents should live in a 'docs/' folder rather than 'doc/'. Whilst this wouldn't ordinarily be an issue either way, we are currently doing some [work to standardise how we pull in external docs into the developer docs](https://trello.com/c/z3wOzJZS/165-create-one-way-to-import-api-docs), which requires a consistent naming convention.
