ec2_vpc_nat_gateway cleanup (ansible-collections#445)

* ec2_vpc_nat_gateway overall cleanup
   * use custm waiters to manage NAT gateway states (deleted and available)
   * imporve error handling
   * improve documentation examples
   * code cleaning
