Refactor repetitive laugh check into a function to be more clear on what that code is doing

TODO:

- clear up the the case when the message isn't in a channel or im (right now it just returns a messages list with one laugh in it)
- change the check logic? Right now it's making sure that of the last two messages in a channel or IM, that the user has only laughed once
