增加配置和删除配置的历史记录，操作人的一列是空的。
Historical Versions tables Operator column is empty where row action is create or delete .
Expected behavior
增加配置和删除配置的历史记录，操作人的应该也是操作用户。
Historical Versions tables Operator column should be user name like 'nacos'.

Acutally behavior
create a config ,update config ,and delete a config .
