Limit ray up to 2.37 (#437)

The api of ray.rllib is quite unstable beofre reaching 3.0.
In 2.38, DQN uses new stack api by default while PPO the old one, for instance.
Our code does not work anymore so we limit ray before upgrading to 3.0
when it is released.
