There are stale Let's Encrypt validation records created by Traefik in the zone, those are not managed by Terraform.
Blocked by hashicorp/terraform-provider-google#1572

Error: Error applying plan:
    * google_dns_managed_zone.main (destroy): 1 error occurred:
    * google_dns_managed_zone.main: Error reading ManagedZone: googleapi: Error 400: The resource named 'arkadi-gke-smoke-arkadi-gcp01-superhub-io' cannot be deleted because it is not empty, containerNotEmpty
