Harmonized random.randrange() argument handling to match range().

* The integer test and conversion in randrange() now uses
operator.index().
* Non-integer arguments to randrange() are deprecated.
* The *ValueError* is deprecated in favor of a *TypeError*.
* It now runs a little faster than before.
