Update weekly test list

Now that we have a new testJobType called release, we can modify the weekly list to include dev-level testing.

We included some of that in this PR, but need to adjust it to suit platform limitations.

Activities to do in order to fix issues in the weekly test run:

• move some test targets into special level (right now only the jdk_hotspot_jre target is there and that is only for jdk8), addressed by Move custom targets to special level aqa-tests#4941
• remove external tests from platforms that do not have capability for containerized tests
• exclude dev.openjdk containerized targets from platforms that do not have capability for containerized tests
• keep JUnit results for dev.functional / ssl-tests
• Update rerunIterations to 1 (instead of 3)
• Add dev.system to incorporate reproducible test (JDK21+)
