adapt-contrib-spoor feature request: trigger event whenever LMSCommit is called

As many LMS SCORM APIs still return true from an LMSCommit call, even though there was no network connectivity at the time, adding this event will allow for the creation of an extension that can perform additional checks whenever LMSCommit is called, with a view to warning the learner if there was a risk that the call failed due to lack of connection to the network/internet/LMS server.
