Node 12 has an end of life on April 30, 2022.

This PR updates the default runtime to node16, rather then node12.

This is supported on all Actions Runners v2.285.0 or later.

This is supported on all Actions Runners v2.285.0 or later.

https://github.com/actions/setup-java/releases/tag/v3.0.0 lists this as a “breaking change” but does not really explain how you would know whether or not you need to pay attention. For someone encountering this update with no further context in a Dependabot bump of the action (jenkinsci/cloudbees-folder-plugin#217 for example), it is hard to tell whether or not it would be safe to apply.

This is supported on all Actions Runners v2.285.0 or later.

implies that workflows using GitHub-supplied runners would be unaffected and only people using self-hosted runners need care, but I am just guessing here.
