Prepare for newer alpine and grass version

These changes were tested with current base images:

FROM mundialis/actinia:alpine-dependencies-2023-12-06 as build-base
FROM osgeo/grass-gis:releasebranch_8_3-alpine as grass

As well as latest versions:

FROM actinia:alpine-dependencies-20240618 as build-base
FROM osgeo/grass-gis:releasebranch_8_4-alpine as grass

With the actinia:alpine-dependencies image build locally with changes of actinia-org/actinia-docker#85

New PR for new versions will be created when actinia-org/actinia-docker#85 is ready and merged.
