Let the user display their own arbitrary GeoJSON file in browse #547

The browse tool is (by design) nice for quickly exploring different data, since has a few basemaps plugged in, streetview/measure tools, etc. To help one ad hoc analysis, I want those tools to check some custom data. This feels generally useful enough to make an ultra simple layer in browse. It could get much fancier later with ways to tune filtering and coloring (some ideas started in https://dabreegster.github.io/geojson-viewer/) but a simple start.
