Sorceror level ups don't grant new normal higher level spells.

Leveling up a level 10 MR 3 base sorcerer merged with lich. I used toy box to add on character level and am unable to select any new normal level 7 or even level 6 spells. this is with the restore owlcat merger option on. Exiting out of the level 11 level up screen I gave myself a mythic rank to check, and adding a mythic rank was able to give me a level 7 spell selection.
