set burst_size of _write_token_bucket in fds_service to max value of double.

Manual Test

restore a big app from fds_c3

restore_app -c c3srv-mall -p mico_device_sn_cmei_profile

backup app result to fds_c3, to see whether the backup process will success or not

add_backup_policy -p backup_restore_app -b fds_c3 -a 3 -i 864000 -s 16:00 -c 1

the backup process above is succeed finally.


          fix: set burst_size of _write_token_bucket in fds_service to double max
