- Convert repository name to lowercase as tags can't have any char in UPPER
…pipeline wont pass

Added a "Lite" version with only some of the tools needed for us who mainly run in Azure. The size of the image is reduced by ca 2GB.
Also added new build step for this "Lite" image to build for the arm64 platform.
