Put NUM_PROXIES setting in correct location for DRF #3398

Related to #3344

Description

I placed the NUM_PROXIES setting outside the REST_FRAMEWORK dictionary, which is where DRF looks for its settings. This PR moves it into the correct location.

Testing Instructions

We're just setting the value, so review the DRF settings documentation and confirm it's in the correct place now. The rest is all handled by DRF, so there's nothing to test on the implementation side.
