Add frontend to the nginx image tagging

This PR tries to fix the release_app process. The latest run failed because it couldn't find the release tag for nginx image.

Description

This PR updates the release_app workflow where it tags the api nginx image, and adds frontend_nginx to it.

I set the priority to critical because this issue is preventing us from deploying the frontend to production.
