Create recipes to generate project planning docs

Description

This PR

• adds recipes to create project proposals and implementation plans from templates
• updates templates to allow names, hyperlinks and dates to be automatically injected into them
• updates documentation to recommend these recipes to create proposals

Testing Instructions

Try the recipes just documentation/init-project and just documentation/create-ip and check that they work as described in the docs.

A total nit: I first tested the IP, and then tested the project creation. So, I made a mistake typing "create-project" instead of "init-project". Maybe using a single verb ("create") would be cognitively simpler?
