Remove django-storages and associated conf

Description

This PR drops django-storages and also the related env vars and Django configuration. Pipenv also drive-by-updates a few packages.

The more detailed historical use and justification for removal are documented on the linked issue.

Testing Instructions

Test that primary routes continue to work. In fairness, the removed code was not being used at all anywhere so nothing should be affected.

For the record, I deleted the S3 bucket used by django-storages, "openverse-api-logos-prod", in prod now.
