[Audio] Create Audio Service and Audio Provider Service

Create the API helper services needed to fetch audio from the API. It would also be nice if these functions had some kind of 'test' mode that would return some sample audio JSON. That would allow us to start building out the audio single and list views and call the Audio service as if those endpoints already exist.
