Description
This is needed to get one step closer to #30587, which needs the toolbars to move into the tag element and native events to be used for autocomplete and enter to ignore events in slot/fill.
Splitting this out from #31724 because the Delete and Enter key handlers are delicate and better done separately. It would be easier to track down problems with smaller PRs.
