With this PR the toolbar is available and I am able to select, move, drag and align the block. I am not sure what the expected result is. |

Description
Fixes: #31626
Currently if a
Post Featured Imageblock is inserted in a context where apostIddoesn't exist, like a Single Post or Page template, is not marked as a block and is not interactive to any action. This PR resolves this.
