Focus outside: rewrite as hook and remove wrapper div in Popover

Description

This is a good improvement by itself because it allows you to avoid a wrapper div. It's especially useful for the Popover because I'd like to make some performance improvements with using sticky position for the block toolbar. Sticky positioning is only possible when the element is a direct child of the scroll container.
