WIP: List View drag and drop optimizations

Description

Addresses #25067

How has this been tested?

1. Open the experimental navigation page
2. Add lots of blocks (duplicating is the easiest way to do this)
3. Try dragging and dropping in list view

This still isn't quite a smooth as dragging and dropping in the editor canvas, but I think it's a lot better.

The main issues/fixes I've found so far:

• useDropZone was continually re-registering and unregistering drop zones when dragging due to the function reference changing and triggering this effect - https://github.com/WordPress/gutenberg/blob/master/packages/components/src/drop-zone/index.js#L50. This issue also affected drag and drop in the editor canvas.
• Rendering in the List View generally seems slow, some optimizations were made by not rendering parts of the UI like the block movers or block settings menu while dragging.
• Using a separate context for the drop zone data causes fewer context consuming components to re-render.
