For some reason this branch has been consistently failing CI for about a week with problems on the "Build Artifacts" step that seem to almost certainly be unrelated to these changes. I'm closing this PR in favor of #22607, which uses a branch that already has develop merged into it so that we have any needed CI updates (and we can push changes if we need to without messing up the |

Updating
masterwith the changes from mobile's 1.28.1 hotfix release.Note that the diff shown on github does not reflect the actual diff that this merge introduces. The squashing of commits causes github to include changes in the diff that already exist on
