Make deletion work with submenus

[tellthemachines]

Description

Added some of the logic from #21557 on top of the saving submenus branch to see how it works together.

Issues noted

• Deleting an item with children deletes the children too; this behaviour is different from the nav-menus.php interface.
• The order of items is not being updated, so, when adding and deleting items simultaneously, or when adding items after having deleted items, the order of the menu changes around and items with duplicate order numbers can occur.
