Describe the bug

Related: #12596

Not working [+] button when there are multiple blocks.

Gutenberg 5.5.

To reproduce
Steps to reproduce the behavior:

  1. Select multiple blocks.
  2. Add to reusable blocks.
  3. Edit contents in the blocks.
  4. See error

Expected behavior
