Description

Turbsim GridWidth and GridHeight are not honored by WEIS.

Steps to reproduce issue

See #246

Current behavior

openmdao_openfast ignores these values

Expected behavior

Should be flexible to user input. I believe I have a fix in the seastate branch that can be cherry picked.
