Typically, we redirect such specifications to their new locations. Given that this will be merged to multiple specifications, it might be best to redirect the old specification to the explainer and point to the relevant current specifications from there. |

The fetch spec has merged the changes so that part of the IDL is now duplicate here and needed to be removed to prevent Web Platform Test issues.
The proposed changes to fetch section was also no longer relevant and has been updated to point to fetch.
I also updated the language in the explainer paragraphs to reflect the current state of the spec in that it is no longer "will" but has shipped for the browsers that support it and isn't expected to change.
Once the changes land in HTML, that section will also be removed and this can be reduced to a document that points to the relevant specs and provides the additional info on use cases (should probably not be deleted entirely so inbound links don't just break).
