Process to transfer a repo

Steps for WICG Admin and for Github user:

1. Make sure they are WICG Members and have signed IPR agreement (join).
2. Invite the repo owner to the WICG - through the people interface. Add them to the "collaborator" group.
3. Once they accept the invite, ask the user to transfer the repo over. This is done in the repository settings, under "danger zone".
4. Add the user back as "admin", through the repository interface.
5. Add the repo to the repo manager.

Done.
