Process to transfer a repo

Steps for WICG Admin and for Github user (repo owner):
- User: Make sure you are a WICG Member and have signed IPR agreement (join).
- Admin: Invite the repo owner to the WICG - through the people interface. Add them to the "collaborator" group.
- Admin: Check the repo name adheres to our repo naming policy: lowercase, dashes (foo-bar, not fooBar!). If it doesn't adhere, ask the owner user to rename their repo.
- Admin: Once the user accepts the invite, ask the user to transfer the repo over. This is done in the repository settings, under "danger zone".
- Admin: Add the user back as "admin", through the repository interface.
- Admin: Add the repo to the repo manager.
- Admin: Email [email protected] - letting them know of the new repo. If you want a specific review (e.g. a privacy review from PING), see the HR instructions.
- Admin + User: go have a drink π»!
