Process to transfer a repo

Steps for WICG Admin and for Github user (repo owner):

1. User: Make sure you are a WICG Member and have signed IPR agreement (join).
2. Admin: Invite the repo owner to the WICG - through the people interface. Add them to the "collaborator" group.
3. Admin: Once the user accepts the invite, ask the user to transfer the repo over. This is done in the repository settings, under "danger zone".
4. Admin: Add the user back as "admin", through the repository interface.
5. Admin: Add the repo to the repo manager.
6. Admin + User: 🍻.
