See motivation in #190: the file is not up-to-date and is only used to contribute specs to Specref. Specref no longer pulls specs from that file, see tobie/specref#812. Browser-specs is a better maintained list of specs, has WICG specs (with scripts that report new WICG specs when they are created), and already contributes specs to Specref.
I didn't spot any place that was referencing the
biblio.json
file in the repository (other than the Wiki page to archive a repo, which I'm happy to amend once this is merged). Is there a doc somewhere that says "add an entry to WICG's biblio.json file to add your spec to Specref"? If so, that doc should be updated!
