Add Ubuntu 24.04 distribution

Hello,
With the recent release of Ubuntu 24.04, would it be possible to support it please?

wsl --list --online
The following is a list of valid distributions that can be installed.
Install using 'wsl.exe --install <Distro>'.

Unfortunately not unless one of three things happens:

• Either Microsoft adds a shortlink for the distribution like for the others as listed on https://learn.microsoft.com/en-us/windows/wsl/install-manual#downloading-distributions
• or the actions team finds out what goes wrong when requesting the Alpine URL
• or the URL resolution serivce provider finds out what goes wrong when requesting the Alpine URL

Without the shortlink I would need to do the same logic as is done for Alpine, going over the product ID.
But as said in #50 and actions/runner-images#8791 this currently does not work for some reason that is out of my control unfortunately.
